Title V, Part A
Promoting Informed Parental Choice and Innovative Programs

The “…The purposes of this part are the following:

(1)To support local education reform efforts that are consistent with and support statewide education reform efforts.

(2)To provide funding to enable State educational agencies and local educational agencies to implement promising educational reform programs and school improvement programs based on scientifically based research.

(3)To provide a continuing source of innovation and educational improvement, including support programs to provide library services and instructional and media materials.

(4)To meet the educational needs of all students, including at-risk youth.

(5)To develop and implement education programs to improve school, student, and teacher performance, including professional development activities and class size reduction programs…” (Title V, Part A, Section 5101)

Section 5131

Section 5131(b)(2) requires LEA to plan allocating Title V funds in accordance with the criteria set forth under Section 5112(b)(A). The following notes the LEA’s plan to allocate Title V funds, with greater per-pupil allocations to schools, according to the following criteria: (Note: The LEA has the option of distributing Title V funds to all schools or limiting the allocations to those schools that meet the criteria for greatest need.)

  • children living in areas with high concentrations of economically disadvantaged families, and
  • children from economically disadvantaged families.

TITLE V

All schools in the LEA are allocated Title V funds based on their free and reduced per pupil allocations. These funds are used to implement promising educational reform programs and school improvement strategies that are based on tried and proven research. Our district’s scientifically-based research programs include: HOSTS, Reading First, K-3 Reading Initiative, Activity-Based Learning, Cooperative Learning Groups, Individual and Small Group Tutoring, Standards-Based Curriculum, Project-Based Learning, hands-on Learning, Accelerated Reading, and etc.

Through the implementation of the above listed innovative programs, the educational needs of all LEA students, including at-risk youth, will be met. Implementation of other education programs to improve school, student, and teacher performance include professional development activities, technology, and the class-size reduction programs.

Title V will also be used to fund professional development activities that provide follow-up and support to teachers as they implement job-embedded improvement strategies. The district’s efforts to improve the quality of classroom instruction will result in higher levels of achievement for all of its students.
